A few things that Apple will not let Verizon do:

Stamp Verizon’s brand anywhere on the iPhone.
Pre-install Verizon’s “crapware” on the iPhone.

Based on the iPhone 4 FAQ page, the mobile hotspot app will be pre-installed.
