OS X Yosemite Public Beta is limited to the first one million people who sign up. Should you be interested to sign up, you should have signed up back in June right after during WWDC 2014.
OS X Yosemite Developer Preview 4 build 14A298i is quite stable, but not without some serious bugs. With that in mind, it is highly recommended to install OS X Yosemite Beta on a secondary Mac or on its own partition/drive.
