I’ve heard em both. Within Apple there are those who want to call it “Retina Display” and there are who adamantly don’t. “Retina Display” is a marketing term.
Within Apple, the proponent believes the double pixel density should be called retina display. The opponent do not want to do so because the definition of “Retina Display” had to be changed. There is no doubt the double density pixels on the next iPad display looks better than great. It does not need the “Retina Display” marketing gimmick. Apple can simply say the next iPad has a high resolution display; iPad users will love it.
